  1. Preheat oven to 350F. Lightly spray a 9×13-inch baking dish with cooking spray and set aside.

  2. Heat the olive oil in a medium saute pan over over medium heat. Add onion and bell pepper and season with salt and pepper. Cook, stirring occasionally, for 4 to 5 minute until onions are translucent.

  3. In a large bowl, beat the eggs. Whisk in the evaporated milk.

  4. Stir in the cheese, frozen hash brown potatoes, and the ham.
